RAP Summit Draws Agency and Industry Leaders to NCAT Thirty-eight representatives of state highway and tollway agencies and 24 representatives of state asphalt pavement associations and contractors participated in the RAP Summit held at the National Center for Asphalt Technology in Auburn, Ala.. Attendees heard from 10 speakers ranging from Charles Potts of Heritage Construction & Materials, who presented historical perspectives on recycling, to Jay Winford, Prairie Contractors, who gave a contractor’s perspective. Kevin Keith, Chief Engineer of the Missouri DOT, opened the summit by presenting his state’s recent changes which removed restrictions. Pete Stephanos, Director of the Office of Pavement Technology for FHWA, discussed the federal role in encouraging recycling. Dennis Rickard, President of the liquid asphalt division of Oldcastle Materials, discussed the future of liquid asphalt supplies and prices. Jon Epps of Granite Construction Inc. discussed the benefits of recycling, and Randy West, Director of NCAT, presented information on the performance of RAP pavements. Dave Newcomb, NAPA’s Vice President of Research & Technology, discussed technical issues and perceived and real barriers to higher recycling rates. Don Brock, CEO of Astec Industries, gave a presentation on new technologies. Cecil Jones, State Materials Engineer for North Carolina, gave a state perspective on RAP usage. The session ended with Ron Sines, Vice President of Hot-Mix Asphalt Operations for Oldcastle Materials, issuing a challenge to increase RAP usage from 15 to 25 percent nationally within five years. Afterwards, the attendees were given a tour of the NCAT Test Track with special emphasis on the high-RAP sections. The summit was co-sponsored by NCAT and FHWA's Office of Pavement Technology.
